From Barriers to Breakthroughs: Building Housing Stability Through Workforce Support
“Before I came into this program, I was hopeless... They took a chance on a 'nobody,' and I will never forget it…"
When Mark entered the Workforce Heroes program, he was coming off an extended period of homelessness, addiction, and a three-month hospital stay. He had never held a traditional job, and he felt out of options. Today, Mark has his own apartment, a paid-off car, and a permanent position with Spartanburg County Environmental Services.
Mark’s transformation was the result of his efforts and support from community partners to remove the barriers that keep capable people from work. At A Place to Call Home (APTCH), we know that homelessness prevention starts with economic stability. Guided by our strategic pillars—Prevent, Serve, and House—we focus upstream to eliminate employment hurdles like transportation, job training, and building life skills before financial hardship leads to housing loss.
Through initiatives like our Barriers to Employment Grant and the Workforce Heroes program, we deliver the wrap-around support workers need to earn a dependable income, keep a roof over their heads, and build lasting independence.
The Barriers to Employment Grant
Barriers to Employment is a grant initiative established in partnership with the City of Spartanburg for organizations that help individuals overcome challenges like transportation, childcare, housing instability, and lack of job training so they can secure and keep steady work. Funding supports APTCH partner organizations providing services and resources that pave the way for lasting employment and stability.
So far, the Barriers to Employment Grant initiative has distributed $161,621.96 to 50 beneficiaries in Spartanburg. Practically, this support looks like:
- Solutions to Transportation Needs: Purchased 12 vehicles and funded repairs on 5 vehicles, empowering workers with reliable transportation to get to and from work.
- Housing Loss Prevention: Provided rent and utility assistance to 17 households.
- Covers Administrative Fees: Covered expungement fees, job training costs, outstanding legal fees, etc.
Workforce Heroes: A Win-Win for Employers and Participants
Evolving from its pandemic origins as Litter Heroes, the
Workforce Heroes program has expanded its capacity to serve 15 participants per cohort across two annual sessions.
Workforce Heroes connects individuals experiencing homelessness or housing instability to employment pathways, building workforce participation and long-term stability through hands-on experience, skill development, and community investment. The program operates as a 90-day paid pathway that benefits both job-seekers and local Spartanburg businesses and organization employers:

"The biggest bottleneck in workforce development isn't finding people eager to work—it's securing employer partners," explains Kidada Tate, APTCH’s Financial Stability Programs Manager. "What many local businesses don't realize is that we cover the heavy lifting: we handle the wages, work boots, attire, case management, and transportation. All the employer needs to provide is hands-on job instruction for the 90-day period."
In order to be eligible for the program, participants must complete pre-employment testing, including a drug test, background test, and a physical. In exchange for the above benefits, participants are expected to attend weekly case management and life skills training, maintain consistent attendance and positive conduct, and participate fully for the 90-day duration.
Upon completing the program, host employers have the opportunity to hire participants permanently at an increased wage, while APTCH continues wrap-around case management and funds any additional technical certifications participants may need.
Real Community Impact: Partnering with Spartanburg County

The power of the Workforce Heroes partnership model is already proven in the field through host partners like Spartanburg County Environmental Enforcement.
As Deputy Director of Spartanburg County Environmental Enforcement, Officer William Roman oversees field officers and staff addressing community blight—a role that frequently brings them into contact with residents facing homelessness or housing instability. Partnering with Workforce Heroes has offered a meaningful way to address both community and employment needs.
Participants assigned to the department work Monday through Friday on the County Litter Crew, clearing roadside trash across local neighborhoods. Beyond keeping Spartanburg’s roads clean, the hands-on experience helps crew members rebuild confidence, gain key skills, and establish long-term stability.
The partnership has also proven to be a reliable talent pipeline for Spartanburg County. Since the program began, four participants have transitioned into permanent, full-time positions with the department, with three continuing to thrive as full-time County employees on the Litter Crew Division.

A Collaborative Approach to Breaking Down Barriers to Employment
This work is possible thanks to the participation of community partners including Spartanburg County, City of Spartanburg, A Place to Call Home, Miracle Hill Ministries, ReGenesis Healthcare, and Carolina Foothills Federal Credit Union, alongside a range of local employers helping meet workforce needs across Spartanburg County.
APTCH is always looking for additional employers to place our Workforce Heroes. Ideal workplaces and industries include hospitality, assembly, maintenance, groundskeeping, and more.
